Dr. Sylvester Fadal is the Deputy County Executive for
Administrative Services at Sacramento County and was appointed by the Board of Supervisors on Feb. 27, 2024. He oversees the departments of the County Clerk Recorder, Finance, General Services, Personnel Services, Technology, Voter Registration and Elections and the Office of Emergency Services. He also has a coordinative relationship with the Sacramento County Employee Retirement System, Sacramento County LAFCO, the Civil Service Commission and the Library JPA.
Fadal's extensive experience includes overseeing Human Resources, Technology, Procurement, Contracts, and Materials Management for major construction projects. Fadal was appointed Director of Personnel Services for the County in 2021 and also held the position of Interim Director for General Services.
Before joining the County, Fadal held various leadership roles at the Santa Clara Valley Transportation Authority for more than 23 years, including Chief Administrative Officer, Director of Human Resources, Procurement and Contracts, Deputy Director of Business Services, Human Resources Manager, and Organizational Development and Office of Civil Rights and Labor Relations Manager.
Fadal has a Doctor of Business Administration from Argosy University, a Master of Public Administration with emphasis on Organization Change from California State University, East Bay, and a Bachelor of Science in Organizational Management from Patten University. He also completed the Negotiation and Conflict Management Training for Senior Executives at Harvard Law School, and he possesses a Certificate in Training and Human Resources Management from U.C. Santa Cruz.
Additionally, Fadal has more than 20 years of experience working as a Lecturer and Area Chair over the University of Phoenix MBA Business Program and has worked as an Assistant Professor for DeVry University's Keller Graduate School of Business for more than three years.
